No. Kululu says neither you nor your guests need an app, and guests don’t register: they scan the QR code or open the album link.
On paid plans, yes. Kululu’s help center says Plus and Pro events can download all photos and videos in original quality, while photos on the free plan are only slightly compressed.

Creating an event is free and includes the first 20 uploads. One payment of €39 per event unlocks unlimited guests and uploads, with no subscription.
Reverie is run by Leuchtturm Software in Lübeck, Germany, and hosted in the EU. Galleries are unlisted and kept for 12 months after the last upload.
